A monument-bust of monumental art twice to the Hero of the Soviet Union, Lieutenant General of Aviation Almaty Sergey Danilovich Lugansky (1918 - 1977) was built on Stalin Avenue (Abylay Khan) between the streets of Gogol and Oktyabrskaya (Aiteke bi) in 1951 year.
The bronze bust of S. D. Luganskiy was made according to the model of the sculptor B. A. Pavlov and mounted on a pedestal of gray granite (arch ector I. P. Belotserkovsky).
On the facade of the pedestal there is a bronze cartouche with the text: “Decree of the Presidium of the Supreme Soviet of the USSR on awarding Hero of the Soviet Union Captain S. D. Lugansk second medal "Golden Star". For exemplary performance of combat missions of command and heroic deeds on the front of the fight against German invaders, giving the right to receive the title of Hero of the Soviet Union Captain Sergey Danilovich Lugansky with the second Golden Star medal and to commemorate his heroic deeds, build a bronze bust and install him on a pedestal in the homeland of the awarded ”.
